The Police / Government Relationship
The constitutional relationship between the Commissioner and the Minister of Police differs from that of chief executives of other government agencies and their ministers.
The Commissioner - The Minister
While responsible to the Minister of Police for the general administration of the service, the Commissioner is not subject to the direction of the Minister concerning matters of operational law enforcement in particular cases or classes of cases.
The Commissioner is independent of the Government in terms of his/her duty to direct law enforcement strategies in respect of types or places of crime.
Subject to the above comments, members of police are part of government and through the Minister serve the Government of the day by implementing and delivering services according to government policies, priorities and legislation and by advising the Minister.
